What Is ISPM 15 Heat Treatment?
ISPM 15 (International Standards for Phytosanitary Measures No. 15) is a global regulation designed to prevent the spread of invasive insects and plant diseases through wood packaging materials in international trade. It applies to all solid wood packaging — pallets, crates, dunnage, and skids — shipped across international borders.
Heat treatment is the preferred method for ISPM 15 compliance. The process involves raising the core temperature of the wood to 56°C (133°F) and maintaining that temperature for at least 30 continuous minutes. This eliminates insects, larvae, and fungi without the use of chemicals.
Our heat treatment facility is ISPM 15 certified, licensed by USDA-APHIS, and regularly audited. We process pallets for export to all countries worldwide. Every treated pallet receives the official IPPC stamp with our facility code and HT (heat treatment) designation.
Our Heat Treatment Process
Receive & Inspect
Pallets are received and inspected for structural integrity. Only pallets meeting grade standards proceed to treatment. Damaged pallets are repaired first if needed.
Load Kiln
Pallets are stacked in our industrial heat treatment kiln with temperature probes placed at core positions. The kiln is sealed and the heating cycle begins.
Heat & Monitor
Core temperature is raised to 56°C and held for 30+ minutes. Digital monitoring ensures uniform heat distribution. Temperature data is logged continuously for compliance records.
Stamp & Document
After treatment, each pallet is stamped with the IPPC/ISPM 15 mark on two opposite sides. Treatment certificates are issued with batch numbers, dates, and temperature records.
Why Heat Treatment (Not Fumigation)
Heat Treatment (HT)
- No chemical residue — safe for food and pharmaceutical products
- Universally accepted — no country restrictions
- Environmentally safe — no ozone depletion
- Worker safe — no toxic chemical exposure
- Scalable — large batch processing capability
Methyl Bromide Fumigation (MB)
- Leaves chemical residue on wood surfaces
- Banned or restricted in EU, Australia, Canada, and others
- Ozone-depleting substance (Montreal Protocol)
- Toxic to workers — requires specialized handling
- Being phased out globally — future-proofing risk

Heat Treatment FAQ
Can I bring my own pallets for treatment?
Yes. We offer heat treatment as a standalone service. Bring your pallets to our facility and we'll treat, stamp, and return them — typically within 24-48 hours.
Do plastic pallets need heat treatment?
No. Plastic, plywood, and engineered wood products are exempt from ISPM 15 because their manufacturing process already eliminates pest risk.
What if my repaired pallet has untreated repair boards?
The entire pallet must be retreated. If even one board is untreated, the pallet is non-compliant. We ensure all repair lumber is pre-treated or the complete pallet is treated after repair.
How long does heat treatment last?
Treatment is permanent for that batch of wood. However, if the pallet is later repaired with untreated wood, it must be retreated. There is no expiration date on the treatment itself.
Can you treat non-pallet wood packaging?
Yes. We treat crates, dunnage, skids, pallet collars, and any solid wood packaging material subject to ISPM 15 requirements.
Our Certification Process
Becoming and staying ISPM 15 certified requires rigorous oversight from USDA-APHIS. Here is the step-by-step process our facility completed — and continues to maintain — to ensure every pallet we treat meets international phytosanitary standards.
USDA-APHIS Application & Facility Inspection
We submitted a formal application to USDA-APHIS and underwent a comprehensive on-site facility inspection. Inspectors verified our kiln construction, airflow design, and operational procedures before granting preliminary approval.
Equipment Calibration & Sensor Validation
All temperature probes, data loggers, and monitoring equipment were calibrated against NIST-traceable standards. Sensor placement positions were mapped and approved to ensure accurate core-temperature readings in every load configuration.
Pilot Treatment Runs with USDA Observers
We conducted supervised pilot kiln runs with USDA observers on-site. Temperature data was reviewed in real time to confirm that our equipment consistently achieves and holds the required 56°C core temperature for 30+ minutes.
Facility Approval & ID Number Assignment
After successful pilot runs, our facility was officially approved and assigned a unique ISPM 15 facility identification number. This ID appears on every IPPC stamp we apply, making each treated pallet traceable back to our operation.
Ongoing Compliance & Audits
Certification is not a one-time event. We undergo annual audits, random unannounced spot checks, and maintain detailed treatment records for a minimum of three years. Equipment is recalibrated on a regular schedule to maintain accuracy.
Re-Treatment Policy
Understanding when pallets do and do not require re-treatment saves time and money. Here is our clear policy so you always know what to expect.
!Re-Treatment Required
- Pallet has been repaired with untreated wood — even a single untreated board invalidates compliance
- IPPC stamp is missing, illegible, or has been removed during handling or storage
- Customer requests re-certification for additional documentation or shipment traceability
✓Re-Treatment NOT Required
- Cosmetic repairs made using wood that was already heat-treated and ISPM 15 compliant
- Pallets still bearing a legible, intact IPPC mark from a certified facility
Turnaround
Re-treatment is completed within 24-48 hours of receiving pallets. Rush re-treatment is available for urgent export deadlines — contact us for same-day availability.
Documentation
A new treatment certificate is issued for every re-treatment batch. Each certificate includes batch number, treatment date, temperatures achieved, and duration — ensuring full traceability for customs.
Treatment Records & Documentation
Complete, accurate documentation is essential for smooth customs clearance. We provide comprehensive records for every treatment batch — available promptly and in the format you need.
Digital Temperature Logs
Every kiln run is continuously monitored with digital data loggers. Time-temperature curves are recorded and archived for a minimum of 3 years, providing a complete audit trail for any batch.
Treatment Certificates
Each certificate includes the batch number, treatment date, core temperature achieved, hold duration, and our ISPM 15 facility ID. Certificates are generated immediately after treatment completion.
IPPC Stamp Verification
Every IPPC stamp applied at our facility is traceable to our unique facility identification number. We can verify any stamp traced back to our operation upon request.
Multiple Format Options
Records are available as PDF certificates for filing, CSV temperature data for integration with your quality systems, and physical stamped hard copies for shipments requiring paper documentation.
All records are available within 1 business day of request. For recurring customers, we can set up automatic delivery of certificates and temperature logs after each batch.
Countries Requiring ISPM 15
Virtually all countries are now ISPM 15 signatories — 183 countries and counting. If you are shipping wood packaging internationally, ISPM 15 compliance is almost certainly required.
European Union
All 27 member states require ISPM 15. Only heat treatment accepted — methyl bromide is banned across the EU.
Canada
ISPM 15 mandatory for all wood packaging. HT stamp must be clearly legible on two sides of each pallet.
Mexico
ISPM 15 required for all wood packaging materials. Close trade ties with the U.S. make compliance critical for cross-border supply chains.
China
Strict ISPM 15 enforcement at all ports. Additional import documentation may be required depending on commodity.
Japan & South Korea
ISPM 15 required with strict customs enforcement. 1100x1100mm pallet standard common in these markets.
Australia & New Zealand
ISPM 15 required plus additional bark-free requirements. Among the strictest biosecurity regimes in the world.
India
ISPM 15 required for all imported wood packaging. Enforcement has increased significantly in recent years.
Brazil
ISPM 15 mandatory. Brazil's agricultural inspectorate (MAPA) enforces compliance at all points of entry.

Common Mistake
ISPM 15 applies to all wood packaging materials — not just pallets. Crates, dunnage, blocking, bracing, skids, and pallet collars made from solid wood are all subject to the same treatment and marking requirements. Non-compliance with any component can result in shipment delays or rejection at the border.
